BDO, or the Database on Products, Packaging, and Waste Management, is a special system that collects information about waste and maintains records. It is an integral part of the register of entities managing waste, as well as those introducing packaging or packaged products into circulation. For this reason, many companies are required to register with BDO. Below, we explain which entities are subject to this obligation. 

Which companies must register with BDO? Current list

 The rules for keeping waste records, as well as registration with the BDO, are regulated by Waste Act of 14 December 2012 Article 49 states that the voivodeship marshal maintains the register of entities available in the Database. The following entities are subject to registration: 

  • introducing packaging, packaged products, as well as tires, batteries, accumulators, oils, lubricants and electrical and electronic equipment to the market,
  • producing, purchasing and importing packaging from the EU,
  • generating, collecting, processing or transporting waste,
  • collecting municipal waste,
  • placing single-use plastic products on the market,
  • acting as authorized representatives of foreign sellers of electronic or electrical equipment,
  • operating selective municipal waste collection points (PSZOK),
  • selling waste or intermediating in its trade.

BDO Register Application – When to Submit? What Should It Include?

 Application for entry into the BDO register must be submitted before starting a business that is subject to registration. However, if the company is already operating but is not included in the register, the application must be submitted immediately. 

How to submit an application for entry into the BDO? 

  1. An application for entry into the BDO register can only be submitted electronically.
  2. You must log into the system and then complete the appropriate form. This should include, among other things, company identification, type of business, contact details, as well as additional information and attachments (if required).
  3. After submitting your application, your company's registration number will appear in the BDO system. The voivodeship marshal will enter your company into the register within 30 days of receiving your application, unless there are any formal errors.

 If the company has already been entered into the BDO, but there have been changes in the scope of its activities, an application must be submitted within 30 days of the change occurring. update formThe same applies to changes to the company name, registered office address, or contact details. 

If your company is subject to a registration fee or annual fee, you must include the registration number you receive on all documents related to your business (e.g. invoices). Which entities are subject to annual and registration fees? These include companies marketing batteries, accumulators and vehicles, producers, buyers and importers of packaging from the EU, and sellers of single-use products made of plastic.
